U.S. Rep. Justin Amash, a GOP sophomore lawmaker from western Michigan, and U.S. Rep. John Conyers, the longtime liberal leader from Detroit, narrowly lost a 217-205 vote this summer in their bipartisan crusade to rein in the National Security Agency's phone surveillance program.
