Waxman Looks to 'Hybrid' Net Neutrality Proposal

The ranking Democrat on the House Energy and Commerce Committee on Friday sent a lengthy proposal to Federal Communications Chairman Tom Wheeler for a "hybrid" approach to drafting net neutrality rules. In the 15-page letter , Henry A. Waxman , D-Calif., wrote that a "combination of section 706 and Title II can establish a truly robust framework for open Internet protections that will withstand judicial scrutiny."
