Former Secretary of State Hillary Rodham Clinton, the undisputed front-runner for the Democratic presidential nomination in 2016, has reportedly made decisions on most top posts in a campaign likely to launch in early April. Politico reported that the likelihood of a campaign jumped from "98 percent" to "100 percent" after Christmas, when Mrs. Clinton approved a preliminary budget and several key hires.
