Short-staffed, KHP looking for a way to delay troopers' retirement

Maj. Mark Bruce is superintendent of a Kansas Highway Patrol at its lowest troop strength since 2006 and at a point in which more than 60 counties in the state have none or one assigned trooper. In addition, Bruce said, more than 50 members of his 400-person workforce will be eligible to retire this year.
