Paul Ryan proposes sweeping reforms of federal anti-poverty programs

Rep. Paul Ryan , R-Wisconsin, the chairman of the House Budget Committee and a former vice presidential candidate, has released a sweeping proposal to reform federal poverty programs entitled "Expanding Opportunity in America."
