Vermont U.S. Sen. Patrick Leahy is praising a decision by the Federal Communications Commission to upgrade significantly the definition of broadband Internet service. The FCC voted Thursday to change the definition of broadband from a download speed of 4 megabits per second to 25 megabits per second, and upgraded the upload speed from 1 to 3 megabits per second.
