Congress approved a stopgap measure late Friday to keep the Department of Homeland Security funded for another week, averting a crisis just before money was set to run out at midnight, but setting up a new standoff as conservatives press their fight over President Barack Obama's immigration plan. The swift action in the House, by a vote of 357-60, and the Senate in an earlier voice vote by its leaders, came just hours before the funding deadline and delivered a stunning rebuke of Republican leadership of the new Congress.
