The governor of Kansas signed a bill authorizing issuance of $1 billion in bonds to inject investment capital into the state's pension system for government workers and teachers, officials said Thursday. Gov. Sam Brownback, who recommended $1.5 billion in borrowing for benefit of the Kansas Public Employee Retirement System, settled for the lower amount by signing Senate Bill 228.
