When Hillary Rodham Clinton arrived at a coffee shop named Fuel Espresso on the main street in this small eastern Iowa town on Tuesday afternoon, Dale Todd was inside waiting to see her. Todd, a developer of affordable housing, supported then-Sen. Barack Obama in 2008.
