Hagel goes, dysfunction stays

Barack Obama's decision to replace Defense Secretary Chuck Hagel raises once again a question about this president's continuously strained relationship with the Department of Defense and the U.S. military establishment. That relationship, now testified to by Mr. Obama's three previous choices to head the Pentagon, will make the choice, and the role, of a new defense secretary particularly difficult.
